KARACHI: The delegation of the “Joint Action Committee of Doctors” under the lead of President PMA Centre, Dr. S. Tipu Sultan and the President PMA Karachi Dr. M. Idress Adhi visited the Chief Minister Syed Qaim Ali Shah to discuss the problems being faced by the doctors fraternity in Sindh, particularly the ongoing target killing of doctors in want of extortion of money by different bhttha mafias. The meeting showed great concern over killing of doctors that started last year in month of May 2010, and is still continued as couples of days before yet another doctor Dr. Imran Wasi of Lyari General Hospital was murdered in daylight near his place of duty.

In this connection a draft of proposed Health Commission Bill was also presented before the Chief Minister which was initially deliberated by PMA Punjab, and had been passed in the Punjab Assembly in July 2010. After the passage of bill, the physical attacks on doctors and health care providers while performing their duties should be taken as interference and the culprits should be booked and punished according the law. The violators should be fined up to 5 lacs or one year imprisoned or both. In case of any mishap no FIR should be lodged against the doctors until approved by the committee framed so for to inquire into the incidence.

Problems of the Sindh doctors were also discussed at length, and the CM was asked that academic and administrative jobs in health department should be separated and administrative clinical posts should be given to doctors. He was further informed that the Sindh doctors had not been promoted on time scale basis for the last 20 years it was highly emphasized that Four-Tier-Formula for Up gradation of Doctors in General Cadre should be taken out of Freezer and should be revamped according to Present Strength, as done in Education dept. regularly. Poor Doctors are in the same grade for last 12 years. He was also informed that the doctors working in Sindh province are gating meager salaries including non- practicing allowance, rural incentive allowance etc. as compared to other 3 province of the country.

The CM assured that the practical steps to protect doctors would be taken to build confidence among the doctors fraternity to stop brain drain. He also directed CCPO to suspend the SP who arrested Dr Ahmer at 3 am in the morning and harassed the family unnecessary. He also re assured the doctors that the proposed Health Commission Bill would be sent to law department to get it thoroughly checked in a week time, which would then be presented in the assembly. If there is a delay an ordinance will be promulgated. He further promised to get problem of promotions of doctors solved with consultation with health department as soon as possible.

In last the joint action committee of doctors appreciated efforts of Health Minister Dr. Sagheer Ahmed who visited the PMA House and deliberated on issues pertaining to health and doctors, and assured them to present on problems of doctors with law ministry and concerned high ups.

    I am sorry I will not be able to take part in the walk on 30th Jan.,2011 in support of the doctors cause.. My support and good wishes for the doctors cause shall remain however.
